Es wird für den PC kommen.. die Bestätigung gibt es auch schon - nachzulesen auf Seiten Gamespot und Voodoo:

"GameSpot has learned that the exclusive nature of Sony´s arrangement for the Grand Theft Auto licence is only for consoles as RockStar´s Grand Theft Auto: Vice City will be coming to the PC after the PS2 version is released."
